Web Strategy, like many terms involving the internet, means different things to different people. In order to not re-invent the wheel I will quote Jeremiah Owyang (THE web strategist):

“What’s a Web Strategy? It’s the balance between the three spheres for effective long-term planning of a website. He makes use of the graph shown to illustrate the balance needed to implement an effective web strategy. A good web strategist understands the user experience and how to translate that to the web. Web strategists must also have a keen sense of business - whether it be marketing, advertising, or management. And last (and most important to us) is the technology piece - ie What are the best tools out there? How do we use the tools available? What can we develop ourselves?
